    *start rant*

    At the moment Im currently trying to emigrate to NZ for a spell of work and play. Being a full time permanent public servant it comes with apparant perks such as 'leave without pay.' Applying for and following through on getting this leave it turning out to be a complete nightmare. Compounded by being kicked out of our house (owners moving in) and my wifes contract role up at the end of the month I NEED this go through ASAP without fuss. Ive been in contact with several recruitment agencies in NZ with very positive reactions to my applications. However mostly the answer is 'we cant employ you til you get here.'

    6 weeks ago a 12 month application for leave without pay was knocked back with the simple reply from the exec 'NOT SUPPORTED! NOT APPROVED!'

    I thought that was pretty rude so I attempted to contact the exec that had written that reply and knocked my app back for an explanation. I was met with the Great Wall of China that is his executive assistant who insisted he did not have a spare 5 minutes until sometime after hell freezes over.

    So 10 days ago I resubmitted for 6 months thinking they mustve frowned upon the length of leave requested. Checking up on this today my paperwork has been lost. Unbelievable. So ive spent the day physically jogging around my office building getting signatures and approvals from the required layers of beauracracy before it can go TO A COMPLETELY DIFFERENT department to my owns executive to snub their nose at again.

    So now I in the ridiculous situation of.

    1. I have to move out of my place in the next 3 weeks but dont want to sign a new 12 month lease until this paperwork is Y/N'd
    2. My wife cant look for solid local work until again this paperwork goes through
    3. I cant commit to any job offer in NZ AGAIN until this bloody goddam paperwork goes through!
    4. I cant make any major purchases (BIKE!) until I know if this is going to be approved or not.

    MY WHOLE LIFE IS ON HOLD FOR THIS PAPERWORK BS!!!!

    After all that theyve told me it can take up to FOUR WEEKS to get sign off. Excuse me but ive been through a few layers already by physically taking them from one person to the next and explaining my situation. Dont tell me itll take four weeks thats BS!

    SUMMARY: Useless red tape beauracracy is horrendous in the public service and if i was boss of everything I'd give approval power to the area manager who actually knows his employees and their situations not to someone so far removed from them they dont even know what that area does let alone the person who has applied for something.

    My life sucks right now. :(

    Bluey just a thought... couldn't you just quit?

    I am a chef and we don't have the luxury of leave without pay.... just do it. If it is what you and the missus really want to do it does not make sense to delay.

    Just my opinion of course.

    Its not wise to do it without a safety net. Should something go wrong ill have a job to come back to.

    Although its on the cards if this is knocked back. :mad:

    We're lucky in Aus with Centrelink and Medicare... Lots of people elsewhere have to take the risks without that and still quit their jobs to do what they want...
    Yours isn't an easy position or choice though - good luck... Chances are ten years from now you'll be happy with how it turned out, no matter which way it goes for you :)

    Unfortunately some places don't like leave without pay for a whole bunch of reasons both financial and administrative and often the only option is to resign. If the HR department can't help you and the local union rep can't come up with anything better, then it may be your only option.

    MickLC is right - having someone on LWOP quite often means that the position cannot be advertised and therefore the position is gapped. The reasons vary depending on the financial climate, recruitment freezes, etc. However, the decision usually resides at a lower level so this is no reason whatsoever why you cannot be told up front why you can't have LWOP. I used to be an EL2 and decisions of this nature were made by me based on general staffing advice provided by senior management and HR. Generally I would expect someone to "sound me out" about requests of this nature before actually applying. Note the actual processing of the request can take a long time because these things tend to reside in someone's in tray until they get processed.

    If you have supervisor's approval you could often "walk through" a request. But it depends on the department concerned.

    If you have a branch head who has to approve LWOP requests then I suggest he or she should learn to delegate.

    Pilgrim it goes from area manager to area director to HR to the DEPARTMENT HEAD EXEC who is in a completely different office building elsewhere in canberra... Learn to delegate, I think so!

    LWOP has been approved by everyone up to the dept head exec. Ive agreed to go unattached so my position can be filled while im away, there is no problem with this, all my managers are OK with it.

    its just frustrating. If its not approved then theyll likely lose an employee with years of corporate knowledge and organisation experience, have to advertise, screen apps, hire a new person and train them up and by then its 6 months later and I'd be back anyway. Its like they just dont have the ability to see past next week you know?
